The Legacy Award

This is the highest award presented by NAIFA-GWDC and Helping Hands Society. In 2009, we combined the traditions and prestige of the 63-year award called Bernard L. Wilner, and the 41-year award called Harry L. Myers/Victor E. Brandrup. This Legacy award recognizes an individual, in a single annual presentation, for outstanding service and dedication to the National Association of Insurance and Financial Advisors-Greater Washington over an extended period of time, and in conformance with the highest standards of professional conduct and unselfish community service. The individual is further commended for adherence to the principles of trusteeship and stewardship on behalf of the insurance and financial services industry. The Legacy Award will continue to honor the memories and achievements of the leaders whose names appear on the predecessor awards.

Ryan Buck

Ryan D. Buck, CLTC, is the Co-Founder of, and Financial Adviser Representative with, Financial Freedom Advisers which he helped to establish after years of working in the financial services industry. Ryan has developed his career with such positions as Financial Adviser and Associate Brokerage Director for nearly a decade with MassMutual’s number one brokerage team, Mid-Atlantic Broker Services, as well as Partner and Vice President of his brokerage firm Freedom Broker Services, LLC. Ryan and his partner Kevin P. Conley formed Financial Freedom Advisers to offer their 60 years combined experience working with families, business owners and executives to deliver a comprehensive range of product, company and financial planning solutions to their valued clients.

As a graduate from Virginia Tech’s Pamplin School of Business with a B.S. in Finance, preceded by a background in engineering, Ryan spent his early career focused on financial planning within the deaf community. This came as a natural progression as a result of his personal experiences in growing up as the son of a deaf mother. This enabled him to use his fluency in ASL and strengthened his passion for helping others. Ryan combined his personal aptitudes with his dedication to the insurance and financial services industry and channeled his skill sets towards participating in various charitable functions over the years to include National Association of Insurance and Financial Advisors (NAIFA) as well as The Greater Washington Foundation of Insurance and Financial Advisors (GWFIFA). Ryan has been a 15 year contributing member to NAIFA, serving on the board as the Immediate Past President of NAIFA’s Greater Washington DC Chapter. Ryan is also a three-time member of the distinguished Million Dollar Round Table.

Matthew Grace

Matt joined First Financial Group in 2007 and started his career helping families and small business owners plan and save for the future. He focuses on solving complicated planning issues with successful business owners, helping to integrate their personal goals with their business means to reduce and minimize income and estate taxes. Matt helps business owners look up, and past, the day-to-day grind to acknowledge they no longer need to work for paying bills and start working to create a legacy. Those legacies may be for their children and grandchildren, their employees, their community, charities, or a combination thereof. He loves seeing an operator realizing they have already out run their needs and start to see new possibilities for the future open up. Matt has served in various capacities on the GWDC Board, including Treasurer, President Elect, President, Young Advisor Team Chair, IFAPAC Treasurer, and National Committee Person. He received the 2023 Legacy Award in recognition of dedication and service to the National Association of Insurance & Financial Advisors (NAIFA)-Greater Washington.

C. Kevin Jones

Kevin has more than 35 years of financial service experience. He is a Chartered Financial Consultant, Retirement Income Certified Professional, Chartered Life Underwriter, and Accredited Investment Fiduciary. He holds a BA in Economics from the College of William and Mary and an MS degree in financial services from The American College. He is a past president of the Greater Washington Chapter of Financial Service Professionals, founder and past chairman of the National Capital Business Ethics Awards, and past president of Arlington Senior Babe Ruth Baseball. Kevin was the recipient of the 2020 Legacy Award in recognition of dedication and service to the National Association of Insurance & Financial Advisors (NAIFA)-Greater Washington and in conformance with the highest standards of professional conduct and community service. He currently serves on the boards of the Arlington Community Foundation and the Helping Hands Society of Greater Washington. He is head coach of the Yorktown High School Boys’ varsity tennis team.

Peter E. Glassman

For over 30 years, Peter has provided financial advice to some of Washington, DC’s top attorneys. Through this experience, Peter has continually refined his understanding of the unique challenges and opportunities these busy professionals face. As a CFP, Peter not only assists clients with developing plans, he also works to ensure the successful implementation of the investment insurance and other strategies require to see the plans come to fruition. Active on the MassMutual Advisors Association for many years, Peter served as Chairman of the Wealth Management Committee from 2016 – 2018. Peter served as President of the Helping Hands Society of Greater Washington from 2015-2018. Past board service has included Big Brothers/Big Sisters, Hope for Henry and Health in Harmony. Peter was honored as the 2019 recipient of The Legacy Award given by NAIFA-GWDC in recognition of high standards of professional conduct and service to their community.

Dilip Jhaveri

Dilip has more than 30 years of leadership and community service in the DC Metropolitan South Asian American community. He has helped establish several religious and cultural organizations in the area and created a sense of community for Indian Immigrants and families.  

Dilip has served NAIFA as in multiple roles on the Board of Directors for both NAIFA-Greater Washington DC and NAIFA-Maryland. He humbly dedicates his time and effort to our industry. He is passionate about advocacy and has built trusting relationships with legislators. Dilip does all his work for the betterment of others, without seeking notoriety or recognition. 

Dilip has also become the unofficial photographer for all of the Helping Hands Society events. His dedication and passion in capturing the moments that make each gathering memorable have not gone unnoticed. Dilip’s contributions go beyond just providing photos — he helps preserve the spirit of our events, allowing us to relive those special memories for years to come.

In his free time, Dilip enjoys nature, photography, traveling, cooking, Bollywood Karaoke, swimming and is a singer in a local Indian folk band. He is a caring husband, amazing father and a charming friend who’s sense of humor endears him to all who meet him.

Paul Dougherty

Paul Dougherty is a Past-President of NAIFA and current national Treasurer. He has been in the insurance and financial services field for thirty-four years representing State Farm Insurance, the last twenty-seven as an Agent with offices in Hyattsville, Maryland, and Washington, DC. He is a passionate advocate for the insurance industry in general, and the role of the agent specifically.

Dougherty is also the past national Secretary for LifeHappens, a not-for-profit association whose mission is to educate the American public about the importance of life insurance and disability protection.

Throughout his career, Dougherty has actively engaged in training producers, educating clients, as well as advising regulators and legislators about the value of the products and services designed to help consumers recover from the unexpected. Dougherty speaks to audiences and organizations across the country about the key role producers play in the industry and the need to assist clients in preparing for their financial future.

His insights in the delivery of professional advice to a diverse marketplace has resulted in multiple requests to brief members of Congress and their staffs on key issues and has led to frequent testimony before Maryland House and Senate committees. He is also the current Chairman of the Retirement Planning Coalition of Maryland.

Dougherty balances the demands of his agency with his commitment to his community. He has served on four different school boards in Prince Georges County, including as President of two, as well as serving on other charitable boards. He is also a very experienced coach and has spent over fifteen years coaching three dozen different teams.

Dougherty is a native of Potomac, Maryland and a graduate of The Catholic University of America in Washington, DC. He lives in Croom, Maryland on the historic West End Farm.

Connie Golleher

Connie Golleher is considered an industry expert in disability, long term care and life insurance. She is active in her local community and her industry. She has more than 20 years of diverse experience including extensive expertise working with lawyers and physicians and highly compensated executives.

Connie participates on numerous boards and committees. She is President of Greater Washington Foundation of Insurance and Financial Advisors. She is Board Vice Chair of For Love of Children (FLOC), Board Member of the DC Police Foundation, Board Member of Women Who Care, Committee Member for the Washington Area Women’s Foundation, and the American Red Cross “In The Bag” Event.

Connie has authored, or been interviewed for, a number of articles, including articles on securing the maximum Disability Coverage for Lawyers in Managing Partner and Legal Management & ALA News. She was one of the experts interviewed for a Long Term Care article published in Money magazine. She has also been published in Kiplinger’s Retirement,
Investors’ Business Daily, Physicians Money Digest, Employee Benefit Review, Business Review, Employment Relations, and many others.

Connie has been a Radio Talk Show host for two local radio stations, enjoys spending time with family and friends, traveling and reading.

Brock T. Jolly

When Brock Jolly launched his financial planning career, he – like so many business owners – had a grand vision.

He sought to develop a collaborative approach to wealth management that would wholly address a client’s financial picture. He was resourceful, creative, and independent, and knew he would eventually figure out how to make his dream a reality.

In 2002, Brock created The College Funding Coach®, which teaches parents the “Little-Known Secrets” for saving and paying for college without jeopardizing their own retirement savings. What started as a small adult education class in the Washington, D.C. suburbs has spread to a national platform that teaches several hundred workshops each year to audiences of up to a few thousand parents, all of whom are desperate for this critically important and valuable information.

Brock’s vision of the business would come to fruition in 2014, when he partnered with Gerald Radican to form Veritas Financial. “We merged two varied practices to help a broader set of clients with a deeper set of solutions,” Brock explains. He excitedly adds, “Veritas Financial allows us to build something that is much bigger than the sum of our practices, and allows our clients to truly benefit from the synergies of partnership.”

A sought-after financial advisor and student of the industry, Brock has deep knowledge and resources in all aspects of financial planning. He graduated from the University of Virginia in Charlottesville, Virginia in 2000. Brock is a Certified Financial Planner™ (CFP®) professional, and holds many other industry designations, including Chartered Financial Consultant (ChFC®), Chartered Life Underwriter (CLU®), Certified Family Business Specialist (CFBS®) and Certified Exit Planning Advisor (CEPA®).

Brock has been featured in numerous media outlets including The Wall Street Journal, CNBC, PBS, Fox News, The Motley Fool, Federal News Radio’s “Blueprint for Wealth,” and Real Estate Radio Washington. He has been quoted in industry publications such as Investment News, The National Underwriter, Insurance Newsnet, Think Advisor and Life Insurance Selling.

Brock has been recognized as a top performer within the industry. In 2011, he was named the National Association of Insurance and Financial Advisors (NAIFA) Young Advisor Team Leader of the Year*. In 2014, he was elected by his peers to serve as a National Trustee for NAIFA—the youngest trustee ever elected. In 2015, Brock was awarded the Legacy Award by the Washington, D.C. Helping Hands Society in recognition for his longstanding service to the organization, the financial services industry, the highest standards of professional conduct, and unselfish community service. Since 2017, Jolly has served as the National Treasurer for NAIFA.

In his spare time, Brock enjoys traveling, climbing big mountains, distance running, SCUBA diving and playing ice hockey. He lives in Arlington, Virginia with his wife, Lauren, and their children Bryson and Olivia.

The Bernard L. Wilner Award

Instituted in December, 1946, by Morton Wilner in honor of Bernard, who was an active member in the life insurance and financial advising industry prior to World War II. While beyond draft age, Bernard volunteered to serve his country in the Army, and died during World War II. Individuals chosen to receive this award were selected because of their high standards of professional conduct and service to their community.
